Chinese tobacco industry is a special industry with characters of concentrated capital and state monopoly, and it is facing acute market competition. Therefore it must adopt the world advanced technology and management experience to improve its competition capability. Corporation culture is one of key factor of competition capability. To form corporation culture, production culture and the entrepreneur's spirit into an organic entity is a strong force which can enable tobacco industry to march on the correct way of sustained development.During the period of the tenth 5-year plan, the National Tobacco Monopoly Bureau put forward the demand of "deepening reform, promoting reorganization, walking to unity and developing together", and established the strategy of "grand brand, grand market and grand enterprise". Shijiazhuang Cigarette Factory raised the development strategy of "stressing the main business, enhancing quality and innovation, taking the internal development as the main factor, expanding external step by step, improving brand competition, enhancing corporation core value and strengthening Hebei tobacco industry", and quickened the step of reorganization. The success of the brand in co-operation on the basis of Shijiazhuang and Changsha Cigarette Factory, after friendly consultations Cigarette Factory. In this background, Hebei Baisha Cigarette Co., Ltd was established on July 9, 2005. In this process Hebei Baisha Cigarette Co., Ltd make active and useful probe in terms of management of unity, cultural mergence and combination of brands and at the same time met with some difficulties. This paper studies the mergence of the enterprise after unity and reorganization combing on the practical situation of the factory.The paper introduces the present culture situation of the Hebei Baisha Co., Ltd and practice of culture of reorganization. It paints out the principle and keys of strengthening of construction of enterprise culture. It analyzes the policy and model which Hebei Baisha must abide by on culture amalgamation.Finally, the paper elaborates main way the policies and main measures for perfect improvement of enterprise culture of the factory. In accordance with the principal and selection of modes of the culture mergence after enterprise's reorganization the paper proposes the policies of cultural mergence after reorganization and defines its measures so that after reorganization the factory may distinguish, compare and retain the good tradition of both sides by means of discarding the dross and selecting the essential in order to enhance the enterprise culture to reach the objection of strengthening the cohesion of enterprise, stimulate of creativity of the workers and staff and in enhancing the core competitiveness of Jilin tobacco industry.
