The Function And Development Strategy Of University Science Park In Regional Innovation System

Since the establishment of Chinese first university science park in 1989, the university science park in China has contributed much to the university's technology transferring and industrializing, and has become an important extension of the social function of a university. In the 21st century,with the advent of the era of knowledge economy, of which the basic feature is innovation, our country speeds up the construction of regional innovation system(RIS) and regards the university science park as an important part of RIS, and the university science park is confronted with the issue that what function it should have and how to keep on developing in the systems. The aim of this paper is to give an answer to it.This research focuses on the development of university science park in China, and discusses its function and development strategy from the perspective of RIS. In the article, the author firstly studied the features of university science park and the advantages it had, and then analyzed the status and the characteristics of RIS, by synthesizing the above two aspects, concluded the function of university science park in RIS. After that, the author found out the problems of our university science park and the successful experiments of overseas university science park, and by contrastive analyzing, the author brought up the development strategy of our university science park. Finally, the author took the Tianjin University Science Park for an example. Theoretical and empirical studies such as literature review, contrastive analysis, inductive method and case studies are adopted in this study, and the final conclusion of the study is that: the university science park in RIS should be a connection between the university and enterprise, a platform for university's technology transfer, a business incubator and the base of technical innovation, therefore, the university science park should make its development strategy according to the features of its own and of the local area.The main innovation of this paper is to combine the university science park with the regional innovation system, and brings up a new thinking in developing our university science park in RIS, which can be a reference to the construction of our national university science park. Also, the case study has practical significance to the development of Tianjin University Science Park.
