The Design And Application Research Of Safety Management System For Kailuan (Group) Zhaogezhuang Coal Mining Company

Safety issue is always being the permanent topic of coal production management. Belonging to Kai Luan Group Corporation, Zhaogezhuang Mining Corporation, Kai Luan (Group), is a productive pit of large-scale state-owned coalmine with over hundred years of coal mining history. However, there are problems such as recurrent safety accidents and high pressure in safety management due to formidable natural conditions, complicated production system, complex production links, aging staff with low quality and incomplete operation system. Consequently, how to raise the safety management level and reduce the happening of safety accidents has become a problem we need to solve at once.This paper analyses the current situation of productive environment, human resource (HR) management, safety input and technical research etc, and finds out unfavorable links and potential troubles in safety management. Combining safety management theory, the safety management system of our corporation is redesigned. This paper also puts forwards series of safety coping strategies: Giving full play to the enthusiasm and initiative in participating in safety management of our staff through such HR management methods as reinforcing HR management, establishing safety managing organization system and optimizing performance excitation mechanism etc. Improving the working environment and reduce the ineffective strength consuming of our staff, and guarantee safe and effective operation of the production system through enhancing solving technical problems, increasing capital input in safety issue and simplifying the production system. Effectively managing and controlling all kinds of hidden troubles and dangers in order to reduce multiple accidents through establishing dangers handling system consists of recognizing system, analyzing system, evaluating system, supervising system and stand-by system. Building safety culture of the corporation through grounding safety ideology into everyone's mind, training behavior cultivation and carrying out such systems as urgency adjusting, dangers forecasting, system pursuing, flexible management and safety signs. Taking use of the stimulating, restricting, guiding and guaranteeing effect of corporate culture to develop the safety quality of each staff member.The safety coping strategies been put forward in this paper is significant and operable in guiding the safety management of Zhaogezhuang Mining Corporation, Kai Luan (Group), and is also referential to the safety control issue of other coalmine corporations.
