Study On The Capability Of Project Management Of Construction

Things prove that the existing estimation theory for PM is not perfectly suitable in China, and can not solve all the problems. This paper provides some reference and tentative suggestion on Project Management ability estimation(PMAE) method in OPM3 module. Considering the condition of china, based on OPM3 questionnaire, it tries to set up a practical system which can be used in domestic. In order to improve the PM level estimation in China, and import OPM3 rationally, it provides some reference and tentative suggestion.This paper first introduces basic knowledge of PM theory, including definition, content, and mainstreamed PM knowledge system. Then it gives some important theory on PMAE, which includes mature theory and performance estimation theory. Then it analyze the strongpoint and weakness of the existing theory, and finds that scorecard oriented performance estimation method is not suitable to estimate construction project, for failed to reflect PM ability. On the base of the strongpoint and weakness of the two, this paper tries to form a new estimation module and system.Base of PM knowledge system in china, this paper develops a set of PMAE system -CPMC, combining OPM3 estimation method and the latest performance estimation theory. It is based on PMBOK and 9 control module of C-PMBOK knowledge system, though operating the Delphi Method. From it, this paper gives three-level target system for PMAE, and the specific method, including non-dimension method, and unitary method.Next, the paper discusses the practice method for this target system, including the formation of expert committee, and the process of target weighty, specific rules on grading, and potential difficulties. Combing estimation result and OPM3 system, it gives the specific method.Last, with the help of JAQ united construction engineering Co.,Ltd., CPMC is used in practice, and is found to be practical, flexible, which is suitable to domestic industry, but meanwhile, some weakness can be seen, for instance, subjection of weighty, and difficult unification of experts, so it needs more scientific method. In addition, some targets are vague, all these weakness need to improve later.
