With the economic globalization and the entry of more and more foreign-owned enterprises into China, more opportunities were taken to Chinese local enterprises, but together with the sincere challenges. The foreign and domestic managers have tried to improve the marketing competitiveness and get further development through importing a series of advanced management ideas and methods.Great progress has been achieved by some local enterprises in the revolution of traditional personnel management to modern human resource management, but inevitably weakness also occurred, especially in the field of performance management, the core of human resource management. This article will take Company A as observing object by analyzing its weakness of performance management and design a set of new performance management system to guide the similar enterprise improving performance management level.This article firstly expatriates the basic situation of foreign and local performance management research and summaries the performance management methods by bringing up the theory of performance management, and especially analyzing and comparing the most popular items e.g. Balance Score Card,Management by Objectives,360-degree Feedback and Key Performance Indicator. Then the articles briefly describes the background, industry characteristic, current situation of human resource management, and disclosed the weakness of overall human resource management especially for current system of performance management, and bring up and analyze questions of new performance management system.The article focused on combining Balance Score Card, Management by Objectives and Key Performance Indicator, bringing up the design principle and procedure of new performance management system. The new system will link 4 items e.g. management by objectives constitution, performance follow up, feedback tutoring and performance result as a recycling management procedure, the detailed execution steps of the whole performance management system has been summarized in this article by examples of Balance Score Card operation procedure, the key field and items has also been brought up for attention during the process of execution.
