China's Tourism has stepped into an unprecedentedly great developing era. World Tourism Organization estimates China will become the top largest as in-bound tourism destination and meanwhile the fourth largest out-bound one in 2020. Tourism development promotes its resources-tapping and infrastructure to a best stage ever than before. Up to 2007, the number of World Heritage Sites in China has reaches 33.However, with tourism development speeding up, some serious problems in the course of development spring out in the World Heritage sites, such as failure to govern properly bringing in the destruction to tourism resources, which arouse the general concern as well as become the focus from theoretical circles and authorities. Therefore, the government should play a better role in the World Heritage sites.In fact, tourism development and management for World Heritage sites are not always necessary contradictions. It is the government's duty to manage the two sides while decisions made by different government sectors usually intensify these contradictions between tourism development and management for World Heritage sites. On the basis of literature research, taking the management node of Mt. Mountain Wuyi, one of the World Heritage sites, as an example, the paper makes rational study on the government's management and policies-making, combined with the basic concept of sustainable development in tourism, as well as puts forward the corresponding proposals towards the government management for World Heritage sites. All these can improve the management for World Heritage sites and solve the outstanding problems to the contradiction between tourism development and management for World Heritage sites.The first chapter of the paper is to introduce the background and significence of its topic, its research status at home and abroad , its objective and key points in it. The second chapter is to list and discuss basic theory and management mode for World Heritage sites, especially government management model and market business model. The third chapter is on the existing problems in China's management for World Heritage sites and necessity to carry out the government management. The author puts forward the principles for the implementation of government management and then lists the rational requirement for specific measures combined with experience from other countries and China's actural situation. Taking Mt. Wuyi as one example among China's World Heritage sites, the paper empiricallly analyzes the functions of government management, which can accelerate sustainable development in tourism and highlight the effectiveness brought by government management. Chapter 6 focuses on the research on follow-up questions about government management for World Heritage sites and sustainable development in tourism and then advises to strengthen publicity efforts and set up long-term oversight mechanisms. The author draws the conclusions and points out the shortcomings in the research upon the topic.Based on the research about the government management for World Heritage Sites and sustainable development in tourism, the paper draws the conclusion as follows: the government should play a better role in its management as well as set up regular oversight principles and strengthen legislation and supervision by public opinion in order to make tourism development and heritage management.
