The paper discusses the competitive environment around Chinese pharmaceutical enterprises who will go abroad and establish pharmaceutical factory in African countries under the influence of economic globalization,and analyzes some factors that block the aim fulfillment of constructing the pharmaceutical project. Then we point out the construct processing model and three grades conclude the Work Breakdown Structure in detail. The paper build the fundamental framework that made it easier for the computerizing management and did basic work for reconstructing same project in African countries.As sort of manufacturing project, the scope management must be concerned about the special requirements of Good Manufacturing Practice(GMP) and Good Sales Practice(GSP). The paper concludes the main points of scope management after studying the complication and particularity of pharmaceutical project. It also makes that clear of the main method for avoiding risks, strategy of intercultural communication. The Innovation idea of Project Integration is to solute the problems of market narrowness in poverty African counties that we have mentioned above and to get competitive advantage. The methodological study theory and foundation of this paper is based on Project Management Body of Knowledge (PMBOK).At last, the paper demonstrates the feasibility and operability of management integration model between group domestic and abroad with real case of Franceville Pharmaceutical Factory in Gabon. Then we get operation framework of multifaceted markets, At the same time, we get some conclusions and preview the prospect on project integration of constructing pharmaceutical projects in African counties.
