Performance appraisal is an integral part of modern organizational management tool. It is a periodic review and evaluation of staff performance management system which is in charge of or related personnel to staff the systematic evaluation of the work done. An effective performance appraisal can not only identify staff in the organization contribute or less, but also provide decisive assessment information for the overall management of organization , so that we can improve the organization's feedback mechanism to improve staff performance, and motivate staff morale, the goal of the organization to the successful realization.A company is a subsidiary of a certain group,specialized in providing water, electricity and transportation. Based on interviews, work-log, observation and other methods,the problems of current performance appraisal system of company A are analyzed.and improvement direction is derived. According to the organizational goals, corporate business and staff characteristics, the improved appraisal system is designed and proposed based on advanced performance method.This paper is mainly concerned with the design and implementation of performance appraisal system of operator. we draw up the result-oriented and process-oriented performance indicators on the basis of Organizational goals as well as departments and job responsibilities. The design has included two levels-departments and staff. Establishing appropriate performance appraisal system can realize objectives of the company and improve the internal management.
