A Study On The Migrant Workers' Old-age Insurance System In Chongqing

On the basis of microeconomics,macroeconomics,sociology,and the relevant theories of management and social insurance,this paper compares the different provinces' social insurance policies and discusses their advantages and disadvantages,with a focus on the common problems that most of them have.Then,more effort is made to Chongqing old-age insurance policy about migrant workers.After a careful and thorough analysis of such policies in Chongqing's and the causes of the differences from the other provinces,several comprehensive suggestions and measures should be taken into account.The followings are the main ideas and conclusions of this paper:First,a further definition is given to the specific word "migrant workers",upon which the background of this study has been introduced and the significance has been fully discussed.(1) "migrant workers" is narrowed to the people of rural households who are registered but come out of the county area to work and to be rewarded in the non-agriculture fields in the city, including the workers in the private and state-owned businesses,government offices,foreign companies,even the self-employed individuals.(2) the background of this study:Thirty-years has witnessed our economic reform during which Chinese economic system has been transferred to market economy from the planned one, and the urbanization has been put forward as well.Then thousands of peasants come to cities to look for work.But the fact is that they didn't get social insurance as part of return due to their contribution to the society construction.This,if not be taken into consideration,will threaten our society's stability and development.(3) the significance of insurance policy of migrant workers:this policy can stabilize our political and economic development,harmonize our social environment,lifting their living standard.The second part introduces some basic theories of old-age insurance and its origin and evolution in China,with an emphasis on three types of the current old-age insurance policy about migrant workers.Three types are individually comprehensive old-age insurance policy about migrant workers; embed policy;independent policy.The third part,consisting of five sections,presents Chongqing's insurance situation of migrant workers,compares the progress and limitation of Chongqing's policies,analyzes the reasons and gives out some suggestions and resolutions.(1) present situation:a large number of migrant workers in Chongqing,in absence of professional training,only can work in the fields,such as construction,mines,service industries and other areas to do hard,dirty,dangerous work due to very low job competition advantage.Now,the participation rate of insurance among these migrant workers is very low.(2) the progresses:the Chongqing's administrating principles and insurance system have maximized the benefits for the migrant workers.For example,insurance rate is so low that individual needs pay only 5%and working unit 10%;the personal account is so large that 14% exceeds the other provinces in China;the independent insurance policy that Chongqing has undertaken implies an effective execution.The limitations:at present,the least time limits of insurance participation is 15-years;there needs more regulations about the added insurance fees;many self-employed workers can't participate in social insurance.(3) in the execution of policy,the working unit escaped the responsibility of participating in insurance;the migrant workers have low interest of participating in insurance;there is conflict between the large mobility of migrant workers and the less flexibility of insurance policies.(4) After surveying and analyzing old-age insurance system of migrant workers in Chongqing, this paper gives a preliminary Study on the reform and innovation of this system,with the propositional solutions to some problems:reasonably adjust the least time limit,participation policies in the consideration of workers' complicated structures and diversified needs;to share the rules with city workers insurance policy;to enlarge the government expenditure of social insurance; to enforce the legislative regulation on the employing behaviors;to step up the publicity of social insurance;to build up some specific and permanent personal accounts for migrant workers;to enhance the management of the insurance fees;to coordinate to help insurance transition with the other provinces.
