In the era of knowledge economy,knowledge is becoming the most basic elements by which social wealth are created.The production,the possession,the assignment and the expense of the knowledge are most relying on the intellectual resource.By "intellectual resource" we mean a special provision from effectiveness of the intellectual activities to the human resource.And it is including the individuals and groups who can engage in the intellectual activities which aimed at the economy and social wealth.The creative mental works are significance in modern society.In the actions of knowledge economy,the intellectual resource is in a sense the most important strategic resources and the sustainable development of the economy.Intellectual resources are becoming the core competitiveness of enterprises and the critical elements of scientific and technological ability for innovation. How to utilize the intellectual resources rationally and effectively,and optimize the intellectual resources distribution,is a key problem to individuals and groups.Based on the connotation and the concept of the intellectual resource,this dissertation raised an issue of how incentive factors affect the effectiveness of individual intellectual resource.And put forward the countermeasures for improving the efficiency of individual's intellectual activities from the angle of incentive management.This dissertation expounded the theoretical foundation of intellectual resource,defined the connotation of intellectual resource in individual form.Determined the incentive factors of enterprise to implement the management of intellectual resource and figured out the indicators of effectiveness assessment of individual intellectual resource,then established the "Effectiveness-Incentive Factors" model of enterprise.By using the methods of questionnaire survey and expert interview in typical enterprises of Liaoning Province,the author carried out the empirical study of research hypothesis,then drawn the different effects between incentive factors and effectiveness of individual intellectual resource.Combining the research conclusions,put forward the corresponding management strategy.
