A Study On The Constraints In The Practice Of Low-Rent Housing System

Since reform and opening up with the economic and social transformation,groups of different income groups in China have shown a situation like the pyramid of the property,the income distribution in the distribution of material interests.With the increase of social wealth and house prices,high and low income groups are going against the spending power of their housing.Concerned about people's livelihood,and promoting the harmonious development of social economy,the low-rent housing system becomes a focus of concern to solve the problem of low income people's housing.From the theoretical perspective of the Institutional Analysis,with the research methods of quantitative analysis about sociology with a combination of qualitative analysis,by the questionnaire and interview cases of low-income groups and housing staff of the Security Bureau,as well as the understanding of the practice of low-rent housing system in other areas,this thesis aims to make a comprehensive,systematic and deep analysis of the status quo of low-rent housing system,and the internal relationship between the constraints about and the effect of the practice of low-rent housing system in order to construct a policy advisory group with a certain significance for the low-income groups who can benefit from the policy,and establish a more scientific and more effective protection for the low-rent housing system.This thesis is based on the following three assumptions.Firstly,economic factors affect the practice effect of low-rent housing system.Due to the large number of low-income urban population,and the lack of social resources,the growth in disposable income can not keep up with the growth rate of consumer spending.Besides,the low-income groups are essentially excluded from the existing housing fund and the affordable housing policy,leading to a great demand for low-rent housing.Low-cost housing security in the current development of the central city of economic and social resources is in the context of the lack of input intensity,resulting in the greater socio-economic pressure to promote low-cost housing security system. Secondly,the institutional factors affect the practice effect of low-rent housing system.Under the current system of pressure-type,low-rent housing system to protect the government's task in the current sequence is in a marginalized position.Government's attention,supporting the robustness of the laws and regulations and safeguards,and the third sector to support the level of low-cost housing are affecting the practice of housing security system.Thirdly,the social cognition affects the practice effect of low-rent housing system.Social capital and human capital-poor low-income groups in cities of low-rent housing system for the protection of discourse awareness and self-interest of the complainant's ability to carry out,and the attitudes and perceptions of low-income urban residents can affect the promotion of low-cost housing security system.In this thesis,the following three basic conclusions are listed.Firstly, economic factors are the important constraints affecting the practice effect of low-rent housing system.Great social demand and limited supply in the reality between the larger contradictions commonly constrain the effect practice of low-rent housing system.Secondly, institutional factors are the important constraints affecting the practice effect of low-rent housing system.Under the type of pressure in the current system,the local government often from the point of view of the performance evaluation,the low-rent housing system and practice of performance evaluation as a bargaining chip in the central low-cost housing policy in order to free alternative performance assessment in the win,and even deliberately reduce the low-cost housing construction,the control room to stay low-cost rate,resulting in the practice of low-rent housing system is not satisfied with the situation.Thirdly,the factors of social cognition are the important constraints affecting the practice effect of low-rent housing system.Although low-income groups can rationally analyze step by step the low-cost housing's effectiveness on people's social life,the awareness of the rights of weaker people,low level of understanding the low-rent housing system,and the less confidence in government systems and other factors,have led to a certain extent the community's weakening awareness of low-rent housing system,resulting in a low-rent housing system with the weakening practice effect of it.In order to effectively enhance the practice of low-rent housing system for low-income groups,the effect of housing security,and promote the harmonious development of social stability,this article from the following issues were discussed:first,low-cost housing on the protection of the object to determine the scientific issues;second is on the Government in the implementation of low-rent housing system for the main role in the discussion;The third is on the low-rent housing system for the legal protection issues;The fourth is on the low-cost housing finance issues;five low-cost housing on the supporting management and service issues discussion.
