Comparison And Optimization Study Of Wuhan Low-rent Housing Sources

"Everyone enjoys abode right"is the cornerstone to guarantee the stability and prosperity of our society. Low-rent housing, as an important part of the housing security system, has a greater role in protecting abode right of low-income urban families. It is the most important and basic part of our socialism security system; and it is of great significance.This paper points out a series of problems in our low-rent housing security system, then analyzes its status, classifies it, and finally comes to the conclusion that low-rent housing sources is the core issue of security system. The paper specifies six kinds of available low-rent housing sources in Wuhan according to its actual situation: public housing, the newly built low-rent housing, the reforming house repurchase, acquisition of vacant houses, acquisition of second-hand stock, and social rental housing, which is compared and analyzed by SWOT combining Delphi method. The paper lifts five important standards: it is better more low-rent households get rid of housing problem, it is better we do it faster, it is better the government financial pressure gets lighter, it is better the management cost gets smaller, and it is better the withdrawal rules get simpler. We choose the best from six sources using the above mentioned five standards combining AHP, order it, and work out the best low-rent housing sources after analyzing the results: public housing as main method, and acquisition of vacant rooms and building new low-rent housing as supplement.In the end, some policy suggestions for improving Wuhan low-rent housing security system are given based on the optimal result and actual situation in Wuhan city, in hope that it is more efficient to collect sources, policies can more satisfy low-income families, and eventually it becomes a low-rent housing security mode with Wuhan characteristics.
