Nowadays, the compand of finance has become the inevitable tendency of world finance development and realistic choice. The appearance of various finance manage bloc will become an essential mark that Chinese finance change from individual management to compand management. At present, many finance bloc, such as Zhongxin, Guangda, Pingan. etc, have set up a basic structure of finance manage bloc. What's more, some local finance manage bloc are being build up in Shandong, Chuangdong, Sichuan, and Shanghai. Therefore, Hunan begin doing some positive experiment on it.This paper begin with the theoretical basis of finance manage bloc development and present situation. Then it makes some research on possibility of building Hunan local finance manage bloc and realistic necessity according to the distributing feature of Hunan finance resources and present situation of economic development. In addition, it makes a thorough analysis on the basic condition of building Hunna local finance manage bloc. Meanwhile, it put forward the choice of building models and some suggestion of running and development of local finance manage bloc.This paper is made up of six parts. The first chapter is the introduct??of the paper. It inclouds the background and significance of the topic, theoretical background of related research at home and broad, and research methods and structure of whole paper. The second one is the theoretical basis and building process of finance manage bloc. Firstly, it makes an theoretical introduction of finance manage bloc, which show its research objects by connonation and classify of it. Secondly, it makes some introduction about theory of building finance manage bloc and suitable analysis. Lastly, it introduces the process of building finance managing stock bloc from building objects, building methods, and building models. The third chapter is about the feasibility, necessity and basic conditions of building Hunan local finance managing stock bloc. At the very beginning, it starts from three aspects, including the rapid development of inland compand finance tendency, the development of adapting finance managing stock bloc to the current policy of finance observe and management and direction of development, reference models of finance managing stock bloc at home and abroad. Besides, it discuss the realistic necessity of building Hunan local finance managing stock bloc from three aspects. Finally, it makes analysis on basic condition of building bloc, which includes local finance total resources and required conditions of building objects, and so on. The fourth one illustrates some good examples, such as Tianjing Taida model and Chongqing Yufu model for us to study. It also makes simple anlysis and evaluation about these two models. Charpter five and six is mainly about the building models, analysis of possible problems and related strategies and suggestions. These two chapters are the focus of this paper. In this part, according to the theories and conditions discussed in foregoing chapters, it makes an anlysis on the finance managing stock bloc objects, building models, managing structure, business arrangements, model management and risk control, and find out and analyse some problems, and put forward related suggestions. The last chapter is the conclusion.
