Analysis On Labor Transfer Mode In China's Urbanization Process

The resettlement of landless peasants is a great problem which related to the construction of a socialist harmonious society and realizes the across-the-board construction of XiaoKang society.How can landless peasants be transformed into industry worker and city resident, How to provide them with adequate food and clothing, is the question that our country need to settle in a long period of time.This paper adopted the method of economic analysis. At first, we analyzed the rural labor's transfer and settlement model in the urbanization period, and then we set the settlement of landless peasant as the main subject that we try to discussion or analysis. We not only used the foreign classic theories and empirical models as a source of reference, but also used the research findings of domestic experts and scholars. At the end of this paper we held forth ourselves findings.From the existing mode of rural labor transfer and resettlement point of view, analysis the existing rural labor transfer and settlement model cases to find theoretical foundation and weigh the advantages and disadvantages.Finally, based on the theoretical foundation and guided by research findings, this paper provides political suggestions to solve the problems of the peasants who lost they land during the period of china's urbanization.There are a lot of research finds about the problem of land lose caused by urbanization. On the premise of the historical background and special national conditions many empirical modes can be used as a source of reference, especially many classical theories are the base of research.Focus on the problem of rehousing the peasants on the process of urbanization in China domestic academics from economic, legal and social perspectives to study in-depth analysis, the main contents of system analysis related to land requisition, analysis of resettlement approaches, the people of farmers, peasants social various aspects of security.In the process of rural urbanization, different provinces of China are also actively practicing various modes of the resettlement, generally are: one-time monetary resettlement, job placement methods in different places of resettlement, the resettlement investment dividends, to stay in the resettlement, land for protection.Resettlements of these kinds have their own characteristics and suitability, and are not completely exclusively. In many cases they are used in combination. These methods have had a profound impact on China's labor force on the process of urbanization, forming different transfer modes.Only by upholding the concept of scientific development, balance urban, rural and society development, resettlement of landless peasants, the security of labor transfer, the complete of the function of community services and the realization of the transform from farmers to members of the public, and so on, also these problems can be solved ultimately.This paper integrated theory with practice, combined the method of theoretical and empirical analysis; moreover, methods of case study, liturature search and comparative analysis are also taken in this paper.This paper tries to compare different rural labor transfer and settlement model in recent urbanization process, and provide opinions and suggestions for policy making and implementation.
