Competency-based human resource management has become one of the most important trends in modern human resource management. This paper proposes that integrating competency model with the human resource management progress to facilitate the application of the competency theory into human resource management for Chinese enterprises.The paper explores the problem of the integration between competency model and human resources management in Chinese enterprises, and constructs an enterprise recruitment process based on the competency model. Firstly, the paper reviews and analyses the theory of competency and its application. Secondly, how to apply the competency model into the key point of the enterprise recruitment is discussed, which includes: (1) improving the job analysis in recruitment with the competency model; (2) conducting behavioral interview based on the competency model; (3) carrying out reference check using competency model; (4) making selection decision on the basis of competency model.According to the above-mentioned studies, the paper proposes a new recruitment process based on competency model. This process, originated from enterprise human resource strategic planning, identifies recruited positions and makes job analysis based on competency model. Then, with the help of three selection tools-post application form, behavioral interview and reference check, the candidates meet the competency requirement of the positions can be selected. Compared with the traditional recruitment process, this paper discovers that: (1) the recruitment process based on competency model could select potential candidates with high performance, improving the organizational performance and achieving corporate strategy; (2) the recruitment process based on competency model will help employees achieve career development.Finally, based on competency model, this paper analyses the particular procedure and method in practice applications of the enterprise recruitment process.
