With the accelerated pace of economic globalization and the increasingly competitive market, talent has become an important resource, which is directly related to running a successful business. Strategy execution of business is an important factor to success. It is an important for strategy executives of middle managers. Middle managers play the role of bridge in the enterprise. Because of this, the recruitment of middle managers the significance of the development of enterprises is even more important. However, in the actual process, how to hire the right people? Many enterprises are confusing, including recruiting the right talent, unable to retain personnel and seriously affected the stable development of enterprises.Since the McClelland theory of competence has been proposed by many scholars on the theory and practical application of competence. Competence theory as a new hot topic for provides a new way of thinking for business human resources management. Companies will use competence theory for human resources management, which allows companies to quickly find and match the long-term development of employees; employees can own the actual and comparative benchmarking competency, and constantly improve their knowledge structure and enterprise competency standards to improve their performance.The article relating to this article about the previous research results of competence is systematically combing, and elaborates on the basis of competence theory. The article has two main parts: the first part provides construction of competency model on enterprise culture idea. This section focuses on the corporate culture and the mechanism of competence. The corporate culture will be applied to competency modeling, which gives full play fundamental role to external recruitment. The competence and corporate culture which combines to make the enterprise culture in competency model plays a fundamental role. According to the close cultural relations with the enterprise level, this split on competency model analyzes the acquisition of two elements of competency, and ultimately forms competency-based model of corporate culture. The second part of the corporate culture based on the competency model in the recruitment application. This section mainly briefly describes the impaction of the recruitment of middle managers on internal factors, and briefly discusses the existence of recruitment company problems, the use of competency-based model of corporate culture to recruit to solve these problems. This section olso describes the corporate culture basing on competency model of problems and application of competency model in the recruitment problems, and proposes appropriate measures to promote competency model building and application of research in-depth.
