The Study On Problems And Countermeasures Of Human Resource Development In Rural Hunan

At the first two decades of this century,our goal is to benefit the construction of more than one billion population of the higher level of well-off society,it is necessary to achieve this goal,the key lies in Hunan rural areas.In the 21st century,the development of rural areas in our country are clear lagging behind,three rural issues are still not well resolved,are still one of the key problems in our economic life,therefore,China uses advanced experiences from other developed countries for reference to propose the history task of building a new socialist countryside.The Fifth Plenum of the 16th CPC further proposed "according to the requirements of production development,well-off life,civilized rural wind, clean village and management democracy,continuing to suit local conditions,proceed from reality,respect the wishes of farmers,steady and sure advance new rural construction. Farmers are the subject of advancing new rural construction, its qualities are important for the progress and the qualityof rural construction,so Hunan must vigorously develop rural human resources.This thesis analyses current situation and problems of rural human resources development in Hunan province on the background of socialism new rural construction.According to the principle that rural human resources development must on the base of our national condition and Hunan rural area human resources characteristics,this thesis systematically explores countermeasures of rural area human resources development,chooses effective approach to develop the rural area human resources.Primary through reinforcing rural area vocational education input,perfecting medical treatment,relevance policy and system,to improve rural area human resources overall quality,to train alarge amount of socialism new model peasants,and to promote socialism new rural area construction.
