The Research On Problem And Measure Of The Low-rent Housing Welfare

Housing is a special and most intimate factor to people's life.But with the widening gap between rich and poor,more and more residents especially low-income residents in cities,who are lack of housing payment power,can't get essential housing on market if depending on themselves.So the government must establish housing welfare system to help them solve housing problems.Our housing welfare system for low-income residents in cities includes affordable housing and low-rent housing.The affordable housing is for those families who have ability to afford houses excluding commercial houses.The low-rent housing is to provide housing security for those lowest families,who neither purchase nor afford commercial house.Because our housing welfare system is still in its infancy,there are impacts in it.And there are deflections during implementation,so the low-income families can only enjoy limited housing welfare.During the implementation of the affordable housing,rent-seeking make high-income families purchase the affordable houses for investment,and then low-income families can't enjoy the welfare of the government for them.Furthermore,because of the change of the property and the limitation of the land and the welfare,affordable housing is uneconomic.Taking problems and shortcomings in the implement of the affordable housing into account,this paper apply the opinion of the scholars,low-rent housing is the main form of the housing welfare system.Drawing lessons of successfully solving housing problems for low-income families from other developed and developing countries,this paper commence the source,finance and distribution of the low-rent house.Based on the theory of housing filter and utility,the paper propose that we can solve housing problems for low-income by housing gradient consumption and rent subsidies.
