| By the analysis of the general theory of poverty and anti-poverty, and China's rural poverty characteristics, and the evolution and typical cases of policies and measures for poverty alleviation and development in the different stages, summed up the main characteristics and operational features of mechanism for poverty alleviation and development. The following results:Firstly, put forward the definition of mechanism for poverty alleviation and development. This provides a basic framework for description, analysis, research and evaluation of mechanism for anti-poverty.Secondly, identified that there are three components in mechanism for poverty alleviation and development as an organic, that is dynamic mechanism, operational mechanism and restraint mechanism.Thirdly, from these three areas of dynamic mechanism, operating mechanism and restraint mechanism, respectively proposed innovative design of mechanism for poverty alleviation and development, and made some specific policy recommendations. |
