Post-evaluation Study On The Scientific And Technological Achievements Of Huabei Oilfield

With the advancement and development of Science and Technology, Scientific and Technical achievements (S&T achievements) have been commonly concerned by more and more people. When they are turned into productive forces, they will bring enormous economic and social benefits, which attract attention. therefore, accelerate the economic development of country and local areas. So is the oil industry, the petroleum industry technology has greatly promoted the development of modern petroleum industry worldwide. The scientific post-evaluation of the scientific and technological petroleum achievements, will help to set up the competition concept that we should ask for reserves outputs and benefits to science and technology, help to speed up the transform from scientific and technological achievements into realistic productive forces, help to make scientific planning and rational technological policies, so that science and technology can play a greater role in promoting the development of productive forces in the oil fields.As the starting point, this paper introduces the theoretical foundation of the post-evaluation of the scientific and technological achievements, then, based on the definition of the connotation and principles of the evaluation of the scientific and technological achievements, several classic post-evaluation methods of the scientific and technological achievements are introduced. After that, based on the characteristics, types and the evaluation status of the science and technology of Huabei oilfield , through the principles and methods of analysis, we establish the evaluation index system of scientific and technological achievements of Huabei oilfield from economic benefits ,technical level, environmental benefits, social benefits and applicability, which can better reflect the value and level of the scientific and technological achievements. The determination method of index weight and measure of index data is also given. Thus a theoretical model of post-evaluation of the scientific and technological achievements of Huabei oilfield is established, An example testified the efficiency and practicability of this method, which provides an effective way for the post-evaluation of the scientific and technological achievements of Huabei oilfield. At last, this paper gives the safeguard measures and suggestions for the implementation of the evaluation work.
