Vietnam's poverty alleviation work began in 1992, and it has been carried out throughout the country up to 1994. the notice that "the nation will help poverty-stricken areas change poverty situation as soon as possible"issued by the State Council of the Peoples, Republic of China On the September of 1984, china,s pro-poor stratigy has gone over 20 years. During the past years, China and Vietnam take seriously and pay more attentions to help the poverty population in Sino-Vietnamese border areas with significant people,materials,financial resources. Both China and Vietnam issued a series of anti-poverty policies and measures. In this study ,these policies and measures would be arranged, classified and summarized in detail.It expounds in-depth that the pro-poor policies in the Sino-Vietnamese border areas played an active role and made far-reaching impact by government, then comes to a conclusion On the basis of accurate, authoritative and substantial statistical data and survey materials that the pro-poor policies of the Sino-Vietnamese border areas are basically successful, with effective, and it has played a key role on the socio-economic development in Sino-Vietnamese border areas. At the same time, these policies make strong impetus to improvements on producing and living conditions of poverty-stricken ethnic minorities in the border areas between China and Vietnam.In short, the effects are obvious, so are the chief achievments. However, any of the policies and measures has their shortcomings and lack .As for the policies and measures to help the poor population in Sino-Vietnamese border areas, there also are obvious deficiencies and problems. The thesis strives to grasp the crux of the problem and makes accurate analysis towards it.
