A Study On The Policy Effects Evaluation Of Internationalization Of National Innovation System

Since the promulgation of “National long-term scientific and technological development plan(2006-2020)”,our country has upgraded the construction of national innovation system to the strategic level of China's development.In the background of deepening global cooperation,the internationalization of national innovation system is not only a part of the construction of national innovation system,but also an important way to accelerate the construction of national innovation system.China's related activities of internationalization of national innovation system cannot be separated from government policy's guidance and support,therefore,studying the current policy situation and summarizing the policy implementation effects have great reference significance for the future policy-making for the government.Based on the previous studies on the internationalization of national innovation system and the policy of the internationalization of national innovation system and so on,this paper studies the current situation of the national innovation system internationalization during the 12 th Five-Year Plan period and the policy implementation effects in 2010-2014.This paper first collects and encodes all the policy documents of the national innovation system internationalization during the 12 th Five-Year Plan period,then referencing the theory of policy tools,using the methods of content analysis and statistics to analyze the policy texts,and revealing the features of existing policies.Secondly,this paper based on Vedung's policy objectives theory,and combining the theory of policy tools to build an evaluation model of the national innovation system internationalization policy implementation effects,using the correlation analysis to determine the final index evaluation system,using the entropy weight method to weighting,and then using the entropy TOPSIS model to carry out an empirical evaluation of the effects of policy implementation in 2010-2014.After obtaining the comprehensive evaluation results,this paper introduces the concept of “obstacle factor” to identify the obstacle factors of policy implementation effects on supply,demand and environment side respectively,and combining the policy current situation to summarize the problems in the promulgation and implementation of the policy.Finally,this paper provides some suggestions for government on policy-making in the future.The research shows that the environmental policy tools are most frequently used during the 12 th Five-Year Plan period,followed by the supply and demand type.The scores of 2010-2014 policy implementation effects present fluctuant in the upward trend,the promulgation of the policy has played a positive impact in international activities of China's national innovation system.Based on the current policy situation and the results of policy effects evaluation,this paper presents 4 aspects of the existing problems,and it is suggested that the government should focus on improving the structure of supply side policy,strengthening the demand side policy support,strengthening the implementation and evaluation of environmental policy and strengthening the special policy support of technology and innovation subjects internationalization when they formulate policies in the future.
