The enterprise annuity is the complementary income security held by the employers for their staff, it has multiple stimulating functions to insure staff's retirement income. In recent years, the basic old-age insurance system faced the difficult position along with the arrival of our country old-aging population, no sole income guarantee system for aged could solve the complicated problem properly. Social guarantee system has subjected to challenge; Along with state-owned enterprise reform thorough and with social economy development, China joined the World Trade Organization, connected rails with the world, each kinds of stock-company type enterprise, the multinational corporation increase unceasingly, between enterprise's competition will be intense more and more, the intense market competition will request the enterprise to establish the best enterprise culture and the stimulating mechanism more and more, that will strengthen the enterprise the competitive ability. In this kind situation, the enterprise annuity has obtained the rapid development opportunity for its advantage .To the country, it protects social's stability and stimulates further economy developments. To the enterprise, it enhances staff's welfare level, reduces the resignation rate and attracts more excellent staff. To the individual, it makes up the low society insurance rate, improves the olds'life. Under such background, the paper from the enterprise human resource management, analyze the stimulating effect of the enterprise annuity and discuss how to construct enterprise annuity system stimulation mechanism.It covers four parts.The first chapter is the summary of the whole paper, It elaborates article's basic questions, including the background, purpose, significances, research techniques, technical route and the relevant study, innovative spots. The part prepares for the successive writing.The second chapter mainly analyzes theoretically the human resource management stimulating effect of the enterprise annuity. This chapter is divided to three sections. The first section is the main points of this chapter, from the enterprise analyze the stimulating effect of the enterprise annuity. Seeing that the enterprise annuity is as one part of the pay system to embody its'use in human resource, and it is mainly through the enterprise annuity plan to embody its multiple utility. So this section mainly analyzes the theory of the pay system and the key content of the enterprise annuity plan design. It is mainly analyzes and discuss the key utility of the pay system in the human resource and the utility of the enterprise annuity in the pay system, thus prove the unique use of the enterprise annuity in the human resource management .At the same time ,also point out some disadvantage of the enterprise annuity. The second section is analyzes theoretically the human resource management stimulating effect of the enterprise annuity from the employees. The third section is analyzes theoretically the human resource management stimulating effect of the enterprise annuity from the government.The third chapter analyzes enterprise annuity's stimulating effect in some typical developed countries and gives some examples, aiming at demonstrate the stimulating effect of the enterprise annuity. This chapter is divided to three sections, introduces the private pension and its'stimulating effect in America, Germany and Japan respectively. Hoping that absorbs valuable experiences.The forth chapter gives some suggestions about how to construct the stimulating mechanism of our country's enterprise annuity. This chapter is divided to two sections. The first section analyzes the actuality and the problems of the enterprise annuity from the enterprise. For example, tax is indefinite and so on. The second section is mainly discuss how to construct the stimulating mechanism of the enterprise annuity, suggests government shall offer institution support; enterprise shall actively construct stimulating mechanism from pay system and enterprise annuity plan's design and so on.
