Combining with the reality, detailed empirical analysis on the object of the study is done in this paper. In order to make performance management play an important role as management tools, it is necessary to make the system fit for the fundamental requirement of systematic. The view of the management system is emphasized. At the same time, in this paper a performance management system is designed including performance appraisal system process operating system, performance appraisal result application system, performance appraisal handbook and so on. It is operable, simple, practical and suitable for the enterprise culture. The system can make most employees be included in the performance management. Meanwhile, employees'personal performance will be improved continuously via performance communication and performance coaching, and their needs of equity and development will be fulfilled by making the performance result be related to the payment, training, promotion and career development. Ultimately, the enterprises and employees can achieve the win-win situation.
