The implementation of develop-the-west strategy, especially the implementation of human resource strategy, not only accelerates the development of science and technology education and the exploitation of talents, but also promotes the economic and social development in an all-around way in western regions. Though the integral level of human resource in western regions has been developed than before, twelve provinces, cities, autonomous regions have many differences in terms of economic and social development levels, natural and geographic environment conditions and other historical, regional, economic, cultural and conceptual aspects, hence the integral levels of human resource between different western regions express comparatively large diversity which certainly will have different influence on economic and social development in different regions.Focusing on this subject, this paper analyzes population current situation in western regions by quantity, quality, structure and distribution factors. On the basis of related theories and existing studies and according to the important characteristics of the difference between human resource and material resource, it emphasizes and raises a set of operable indicator system for measuring human resource level with innovativeness. Furthermore, this paper differentiates twelve provinces, cities, autonomous regions into four types in terms of human resource level with the indicator system mentioned and cluster analysis method of SPSS software. This study discovers that the four types of western regions don't have significant diversity on the quantity of human resource, but on the quality. Shanxi, as the first type, enjoys the highest level of human resource in western regions and higher intelligence and ability quality than national level. On the other hand, Tibet, as the forth type, has the lowest level of human resource both in western regions and the whole country. While analyzing category diversity of human resource level in western regions, we introduce factors of geographic location, economic condition and social environment, and discover that diversity of economic condition, especially diversity of economic development level, will leads to input diversity of human capital which is the key factor of regional diversity of human resource in western regions. In the end of the paper, it proposes that in order to improve human resource level of western regions, we should proceed from the reality of each type of regions, combine with the political direction of develop-the-west, regulate industrial structure and increase talents' environment to promote economic and social development of western regions.
