The study evaluates the purple sand shale exploitation effects of Huangshanzhuang county in Hebei Taihang Mountain under the guidance of ecological economic theory. The study analyzed the mountain exploitation ecological, economic and social effects that based on a series of empirical researches such as field sampling, laboratory measurements, questionnaires and household interviews. The study constructs the evaluation model in which peasants are the main evaluator, based on the Customer's Satisfaction Index model, to supply an ideal for the exploitation effects awareness evaluation.The study focuses on the typical case analysis, by combining quantitative and qualitative analysis, by horizontal and vertical comparing purple sand shale exploitation effects in the ecological, economic and social three sub-systems. The collected soil samples and experimental measurements show that the purple sand shale exploitation has increased the soil depth and permeability, has speeded up the soil nutrient release rate, comparing the original area, the organic matter, nitrogen, phosphorus and potassium content of 0.01 levels are significantly different, the soil has developed into the higher fertility, soil activity has increased and its development is positive. Its vegetation coverage rate is above 80%. Combining questionnaires and household interviews, it has been found that peasants'income sources and consumption projects is diversified, per capita 5,000 yuan income of 2008 and 2009, as 20 times as the former income level. And in 2008 the village Engel coefficient is 39%, higher than of the national 43.7% of rural households, in the low level of 4 percentage points. And the housing update rate is 100%. The village committee support rate is 75.7%. The level of education and living environment has changed significantly.By the Fuzzy comprehensive evaluation, peasants'exploitation effects evaluation result is up to 59.7%, the purple sand shale exploitation project has had a positive influence, and positive benefits. Through analysis and evaluation of results, there are still some problems to limit development speed, such as the unstable income, industry selection is unscientific, industrial organization is low level, educational environment is backwards, and low activity participatory. They are mainly due to the peasants development potential is limited, less market judgement and competitive, the lack of scientific industry planning and unified management. The study proposed that exploitation project should be a long-term and sustained. The technical level respect should form a new guidance system per 10 years as a unit. And to change the industrial planning and real-time mentoring program according to the market changes, to set up the follow-up management of industrial organization. There are two innovations in the study. First, the study based on the customer satisfaction index model theory which is mostly applied to evaluate enterprise projects, constructed the evaluation model in which peasants are the main evaluator to evaluate the purple sand shale exploitation effects.Second, It combined Soil science, Economy, Ecology and other cross-disciplinary subjects, analyzed the mountain exploitation ecological, economic and social effects, and evaluated the exploitation effects by the fuzzy comprehensive evaluation method.
