Oil shale resources is very rich and has proved for43.4milliontones of oil shale resources mining in Dongning County, Heilongjiang province, where oilshale semi-coke heat high, is quality, also has the large reserves, high oil content, highcalorific value features. It provides better raw materials for extraction of shale oil and layssolid material foundation for implementation of comprehensive utilization of oil shale.Heilongjiang Chenergy Investment Group Co., Ltd. was founded in formed in June2009based on the former Heilongjiang Electric Power Development Company. According to thereply of provincial SASAC, Heilongjiang Chenergy Investment Group Co., Ltd. is aninvestment management platform and the basic operation subject, which give priority to theelectric power energy, new energy, the emerging industries, high-tech industry, environmentalprotection industry, mining estate and so on. Within the mandate of the provincial SASAC, itexercises the functions of the investor. Chenergy Group has done a lot of pre-project workabout oil shale in order to exploit the oil shale resource in Dongning County properly andpromote the economic development in that area. Chenergy Group wants to use up the oil shaleresource and turn the waste into treasure. This action can facilitate the adjustment of industrialstructure, promote technological progress and improve the competitiveness of the industry.
