| In the situation of actively carrying out the state positive financial policy all over the country and constantly expanding the investment construction related to people's livelihood, it is of great significance to explore the new management mode of state investment non-profit construction projects. In those past project management, the state monopoly construction system played a role in effectively filling the structural gap of the state representative system. With the development of market economy and the appearance of multiple investment modes, the agent construction system is more apt for the present state investment project management. It is a key measure to deepen the investment system reform and to standardize the state investment management. It is also a great help to break the traditional mode of non-profit state investment projects on the basic procedure of investment, construction, application and management. This paper is to explore the less- investment, fewer-link and high-efficiency management mode based on the comparative study of the state monopoly and agent construction project managements of Shaanxi State Monopoly Construction Management Office, which is the China's earliest specialized administration managing the state investment non-profit construction projects. In view of recent years'experience and theoretical researches, the agent construction system is very practical in the state investment non-profit construction project management. Therefore, to move forward and to standardize this agent construction system is to make clear the construction subject's responsibility, to give full play to the market competition, and to set up and perfect the mechanisms of investment control, benefit balance and risk restrain. It will play a very important role in standardizing construction management, controlling investment budget, ensuring project quality, increasing investment benefits and thus building an honest and clean government. |
