Study On The Choice And Change Of Public Service Supply Subject

How to find the best public service supply subject has became the most realistic problem, facing the fast increasing speed of its serious lack of supply. There are many differences on the public service supplier and to what degree they could supply. In China, the republic is the consumer and the choice of public service supply is always in passive situation which cannot give the correct demand information to the service supplier and lead to great waste of social resource and accelerate the contradiction between demand and supply. Therefore, study on how to choose public supply subjects, what criterion and achievement of subject changes are the efficient ways on solving the contract of public service and supply. In presence of the limit of economy resource and the lack of the public service, how to optimize the resource allocation has great theoretical significance and practice value.This essay builds up the public service supply model in double administrative levels and also analyzes the change of basic education service strategic with it. The two levels are: the game model among the government, market organization and the third department; and the game model between the consumers and the three parts reminded above as a whole. The second is on the base of the first. The different parts affect each other. This is a dynamic game model when the consumers are into the first level, their behaviors would affects those three other parts adjust themselves. This is also the creative points of my essay. But the disadvantage is: this dynamic model can only stay at the theoretic model period and cannot be set as an idiographic function even enactment parameters. It's a complicated and challenging process and as the limit of my study field which is public administration, so I cannot deepen this model and it's a pity here.The essay combine general study and cases study, theory analyses and demonstration analyses, history study and reality study. The methods includes documents study method, the combination of specification and demonstration, cases analyses, comparison analyses, history study method and so on. The first article is the general idea. The second is the definition of public goods and services then analyses the pubic service supply's multiple subjects and give a conclusion on its ten supply ways and three models at last. The third and the fourth are the focus of the essay. I build up the economical analyses model of public service supply subjects'choices and changes. First I give the assumed conditions then build the model and analyze the aims of subjects'changes. The fourth is cases study. Fist is the attribute of basic education then makes a conclusion on three supply subjects from the development process of basic education. The next is analyses on the lack of basic education supply and it's over supply as a whole. Discussing on the model's affects on this then concludes it and gives strategies. It not only optimizes the social allocation but also enlarge the basic education expense scale which can invest with choices. It encourages social power to join in and perfects consumers demand expression system.
