To give great impetus to energy conservation is the inevitable requirement of Chinese new road to industrialization, and also urgent for building well-off society in an all-around way. Energy conservation is the requirement of sustainable development, energy security and environmental protection. In China, there is a huge potential space of energy conservation in industrial energy, adjustment of industrial structure, policy impetus and national energy conservation. For promoting energy conservation, we should consider the following measures: to improve energy utilization efficiency, to adjust the industrial structure, to formulate effective policies for energy conservation, to strength building the legal system on energy conservation and to advocate consumption pattern of resource conservation.This paper presents the theory of energy-saving and structure change, and discusses the energy-saving from a global point of view. Then, we estimate total energy-saving amount as well as the saving of coal, oil, natural gas and electric power from 1990 to 2007, by building models to analyze factors based on multiple regression analysis. This study analyzes factors which influence on energy conservation using data within the period of 1990-2007 in China, taking into account three factors, including structure energy saving, technical energy saving and living energy saving. Based on the analyzing results, we build the evaluation model about total energy saving and influence factors. The results indicate that the technical advancement is the main driving factor of China's energy conservation. The negative relationship between structural energy saving and total energy saving shows that there exists inconsequence in the industry construction and it is important to adjust industry construction in China for the task of future energy saving. We analyze the factors influencing the energy conservation in coal, oil, natural gas and electricity, and find out that technology and secondary industry are the main factors for energy conservation. We also argue that it is important to develop gas and electricity energy.The energy saving should exist everywhere. Benchmarking on energy efficiency is an effective method to save energy for industrial factories, and it is a very important to change the factories in order to improve the energy saving. After the introduction of the process and technique about benchmarking on energy efficiency, we give some analysis in this paper for the fields of steel, cement, chemicals and nonferrous metals industry which are the primary energy consumption areas. At last, according to the analysis about macroscopic and the enterprise aspect, we discuss a policy proposal for the energy saving management in China. That is, adjust and optimize the second industrial structure, strive to develop the service industry, improve the legal system about energy saving, and make benchmarking on energy efficiency in heavy industrial sectors.
