Nowadays China's telecom industry is undergoing dramatic changes, through the restructuring, telecom operators'business expanded from the original single-voice business to the whole business,which is, to provide fixed voice,mobile voice and broadband services at the same time. Competition among telecom companies is fiercer than ever before, individual operators are faced with the problem of culture integration and also a series of human resources problems brought by restructuring and strategy adjustment.As the nexus of the enterprise, Middle managers' competence can directly impact on the efficiency of solving the above problems.The competence model can help enterprise to build a high quality middle manager team, cultivate its core competence and develop healthly. Therefore, it is important to investigate the competency model of middle managers in telecom operators.Through the systematic review of past related research, the dissertation proposed the concept of The Competency Trapezoidal Model of Middle Managers'In Telecom Operators.The model has four levels and two dimensions.The four levels are:Performance Behavior, Knowledge-Skills, Ways of Thinking-Mindset, as well as Self-awareness-Inside driving force-Social motivation.The two dimensions are Innate and Acquired. During the research, the author adopted BEI (Behavioral Event Interview) method and Questionnaire Survey method.Besides, the author exacted competency characteristics by analyzing the questionnaire data using the Facor Analysis funciton.Then, the paper solved the following three issues.(1)The establishment of The Competency Trapezoidal Model of Middle Managers'In Telecom Operators.(2) The special competence of middle managers in telecom companies compared with that of other industry. (3)The management implications got from The Competency Trapezoidal Model of Middle Managers'In Telecom Operators.In the end, this paper extracted 21 competence characteristics of middle managers in telecom companies.Specifically, the Performance Behavior level includes:The ability of lead and cultivate the team innovatively, Continuous learning and marketing awareness,Team leadership, Information acquisition and processing capabilities, Corporate culture identity, Implementation ability, Communication and relationship building, listen effectively, and coordination capabilities.The Knowledge-Skills level includes:Professional knowledge,as well as Business and management knowledge.The Ways of Thinking-Mindset level includes:Official document writing skill,Learning ability, Insight, Empathy, as well as Emotional intelligence.The Self-awareness-Inside driving force-Social motivation level includes:Charisma, Dialectical thinking, Open and pro-active, Mental health, and the role of positioning. Among them, Dialectical thinking, Mental health and Charisma in Self-awareness-Inside driving force-Social motivation level were proved to be innate, while all the others were considered ones which can be acquired and strengthened through training and learning.
