Calculation And Analysis Of Contribution Rate Of Scientific And Technological Progress In Beibin Administration Bureau

Heilongjiang Reclamation Area is a complex system that including political power,economic system and social culture. It’s known as “The big barn” by virtue of superiorproduction and processing techniques for agricultural. Bei’an Administration is a part ofHeilongjiang Reclamation Area with15State-owned Farms. It provided more than50billonkilograms of grain annually. That owes much to it’s geographic position which located in one ofthe world’s three black belt. Bei’an Administration has the balanced development of planting,animal husbandry, industry and any other industries. So it can reflect the development situationof Heilongjiang Reclamation Area with the unique representation.Through the preliminary assessment of Bei’an Administration, I found the overallcontribution rate of science and technology has a upward trend accompanied the slowdown inrecent years. Therefore, it can infered that Bei’an Administration is stepping into the transitionperiod of development. For the actual situation of Bei’an Administration, I used the extendedC-D production function—Solow residual value method to establish a calculation model forBei’an Administration during2000-2012. This paper analyzes the agriculture, industry andoverall respectively.The results show that: Firstly, the contribution rate of scientific andtechnological progress in Bei’an Administration on the whole rising with the fluctuated during2010-2012. The amount of capital investment has a large impact on the whole GDP. Both of thecontribution rate and the number of labor have the same variance ratio of Bei’an Administration.Secondly, the contribution rate of scientific and technological progress in the agriculture ofBei’an Administration slow growth with the greatly increased during2010-2012. The capitalinvestment promoted economic growth rapidly for agriculture. The output efficiency of the unitlabor in agriculture was growing. The land utilization rate of potential was great. Thirdly, thecontribution rate of scientific and technological progress in the industry of Bei’anAdministration has a downward trend. Promoting effect of investment on economic wassignificant in industry. The contribution rate of industrial labor has term swings.In the end ofthis article, appropriate suggestions were given based on the above conclusions. Taking scienceand technology, capital, labor and arable as the angles of view and putting forward reasonablesuggestions from the following aspects. First of all, we should strengthen the driving role ofscience and technology. Secondly, we should optimization of funds allocation. And then, weshould improve labor efficiency. Last but not least, we should enhance the utilization of land.
