There are two major deficiencies of tourism Human Resource Management (HRM) surveying through the current researches: first, the functions of training and educating but others are too much focused on quality development of personnel; second, the attention is inadequate of HRM system to establishing knowledge-sharing mechanism, learning organization, and innovative organization within tourism enterprises, which is not in accordance with the requirements of the changing nature of tourism industry. And there are new qualities on demand of China's tourism practitioners of the times particularly after the 2008 Olympics, while the systemic research on China's tourism human resource development has not been formed. This paper attempts to do a certain amount of explorations in this regard from a micro perspective.Starting from the impacts on the quality of tourism practitioners of China's Olympics, this paper compared the differences at the earlier stage, the being time, and the post-time, and took required qualities after the Olympics as the object. Seven evaluation factors had been extracted by the method of Factor Analysis and weighted by Analytic Hierarchy Process, then in the light of the object the evaluation model had been designed combined with the Assessment Center. According to evaluation results, a quality promoting system would be build within the micro-mechanism of HRM in tourism enterprises, which can be divided into three parts: function management, environment building, and system improvement. Each of them is oriented by quality promoting, proposes methods, and is combined with characteristics of tourism enterprises. Theories in this part are: using border-free organizational structure instead of a flat, involving social and environmental factors into performance appraisal, taking quality assessment and behavior inspection as the angles of that appraisal, adopting a two-way incentive mechanism of managers and employees, applying border-free career mode, trying to develop the dual innovative organization, and so on. After the empirical analysis of two representatives, this paper got the conclusions that the quality of post-Olympic tourism practitioners needs to be improved especially the service personnel, and the quality promoting system established in this context does have positive effects to a certain extent.
