The curial part of industrial development transfer from agriculture to heavy and chemical manufacturing, and various production factors continually were gathered to the resource-based industry. Urban development focus on the central task of economic growth. No exception with the coal-based city in Guizhou province, various factors of production concentrating on the mineral resources-based industry make the industry greatly developed, which bring a great economic growth to the mineral city. At the same time, The coal city rely on mineral resources which can not completely develop independently without mineral resources. the excessive production factors concentrating inside the resources-based industry caused the mineral resource industry developing fast as the biggest industry not changed, which has hindered the other industrial balanced development. The resources industry follows the old industrial development pattern called "high waste low output" under the planned economy system----"The high resources consumption", "the low productivity", "the high pollution"; In pursuit of benefits and economic growth, This old industrial development pattern cause extreme waste resources and ecological destruction which can not be measured by opportunity cost. The economic sustainable development of these cities would face many difficulties.In order to solve the various problems of the coal resource city sustainable development and industrial development in Guizhou Province, From the perspective of the scope of globalization, We develop the new road of industrialization of our own. The paper deeply analysis the relationship between the industrial structure optimization of the resource-based city and the economic sustainable development. The thesis also analysis promoting economic sustainable development through the optimization and upgrading of industrial structure. At the same time, the paper connecting the international production elements through gradient transfering to developing city in the atmosphere of global economic integration with production factors flowing, such as Capital factor labor force,technical factor,Information of the eastern regions,the central regions,the western regions, construct reasonable pattern for the optimization and upgrading of industrial structure of the coal city through international industry and regional industry relationship to each other. The paper put forward expanding economy through the economic transformation in the resource-based cities, Narrowing the gap between eastern regions and western regions, Improving unbalanced development between different areas.This thesis is divided into five parts. At the base of research on the mineral city sustainable development by the predecessors, this thesis take the typical resource-based city of Liupanshui in Guizhou province for example and do research on the strategy and the countermeasure to the resource-based city sustainable development and the optimization of industrial structure, using a variety of different theories, such as urban economics, urban spatial economics, urban geography, regional economics, industrial economics, and so on. The main contents includes a few aspects as follows:The first part is the part of introduction. Introduction introduced the selected topic background and the significance, and used the theoretical analysis and the deductive research methods defining the related concept of the resource-based city and the industrial upgrading. The second part proposed with the law of resource-based city development that the sustainable development is the internal agent of the optimization and upgrading of industrial structure, and elaborated the new tendency of industrial upgrading under the new situation of economic globalization. The third part carries on the empirical analysis to current situation and the question in Guizhou typical coal city,pointed out that the non-coordinated development relationship between Guizhou coal city sustainable development and the industrial structure of the city. In view of the restriction factor, the fourth part proposed that the tentative plan of the sustainable development of the coal city, and puts forward the countermeasure proposal based on the theory basis of the tentative plan. The fifth part is the conclusion part. This paper makes every effort on the theoretical analysis combining with empirical analysis which can provide clues to the sustainable development of resources city in the western underdeveloped area, the thesis also makes every effort to unify with the Guizhou provincial government's ecology civilized strategy.The optimization of industrial structure is the essential condition of urban economy sustainable development, and also is the inevitable requirement to the leading industry sustainable development in the mineral resource city under the circumstances of economic globalization. At the present time, the scholars do more research on the frame of "the resources curse" to construct a model for transformation of resource-dependent cities, with the limited range of study,such as Shanxi, Inner Mongolia and Fuxin and so on; There are quite few reasearch regarding Guizhou mineral resource city, also is not to be more on constructing the resources-based city sustainable development strategy when the mineral resource city is prosperous. Therefore, under the background of economic globalization, this paper which do the research on the sustainable development and the optimization and upgrading of industrial structure of the typical mineral city in Guizhou province using the production factors at home and abroad as the leading edge and the development potential in the western and in Guizhou resources-based city research. |
