Research On The Urban-Rural Integration Development In Xiamen City

The research shows that the urban-rural integration, as a higher stage of urbanization development, is not only the historical products when the productivity develops to a certain stage, also an important stage to promote coordination development between urban and rural economic society, human and nature, residents living in urban and rural. Xiamen actively took part in economic zone on the west coast of Taiwan Strait. In recent years, Xiamen's economic strength grew significantly and the living standard of people is continuously improving and social undertakings developed in an all-round way. At the same time, Xiamen established a system and mechanism which were adapted to the development of socialist market economy system and have physical foundation and external environment to eliminate urban-rural structure quickly. With the implementation of"Country to Residence", urbanization was carried out in inland of Xiamen, while the economic and social development in off-island of Xiamen is also outmoded. The differences between island and off-island are very obvious. Therefore, urban-rural integration development in Xiamen means island and off-island integration development.The research shows that during the procedures of urban-rural integration development in Xiamen, the specific measures of accelerating the pace of development of modern agriculture, actively promoting the construction of industrial clusters, doing a good job in urban and rural surplus labor transfer and adhering to the strategy of balancing urban and rural coordinated development, focusing on the strengthening of industrial concentrated effect, clearing urban-rural differences in effect and playing an economic development effect as the main force. This paper argues that the promotion of urban-rural integration development in Xiamen, we must take the Scientific Outlook on Development as a guide, adhere to balance urban and rural development, and comprehensively promote economic, political, cultural and social construction. From the point of view of economy, the level of urban and rural economic development raises gradually, which highlights the coordinated development of urban and rural economy in general situation and prepares for the integrated development of urban and rural solid material foundation. From the point of view of safeguarding residents'rights and interests, Xiamen City actively reforms the household registration management system, improves the village (neighborhood) elections step by step and expresses a clear mechanism on the interests of the people. From the point of view of construction of harmonious culture, Xiamen City strengthens the cultural infrastructure and promotes the harmonious integration of urban and rural culture. From the point of view of building ecological civilization, Xiamen City strengthens the urban ecological environment construction, improves basic rural environment and integration of urban and rural ecological environment, which form a unique Ecological civilization development of Xiamen. From the point of view of harmonious social construction, Xiamen City pays attention to improving people's livelihood and promoting the reforms of urban and rural social restructuring, expands the scope of basic public service, improves social management system, and promotes social fair and just of urban and rural areas. The deep contradictions and problems which gradually emerged due to negative factors throughout the country as well as trouble of development of Xiamen Special Economic Zone become the bottleneck to effect and limit the urban-rural integration development in Xiamen City. The specific measures are indicated as follows: improving rural land system, implementing the household registration system, establishing urban and rural integrated community management system, perfecting system of social equity, strengthening social care and support, creating a harmonious cultural atmosphere, strengthen community identity, exploring different levels of pension model, perfecting a new form of medical care, strengthening the guiding role of the government selection, clearing the dominant position of workers, playing promoting effect of social environment, addressing labor force transfer, establishing social security reserves for villagers, establishing joint-stock cooperative economic organizations, properly handling disposal of assets; cultivating people's awareness of ecological civilization, actively making innovations in the form of ecological civilization construction, strengthening the system of ecological civilization construction and comprehensively improving the level of ecological civilization.
