In recent years, adapted to the trend of informatizatin , Chinese small and medium IT enterprises developed rapidly in industry income, number of enterprises and employees of the industry. However with the internationalization of IT industry and adjustment of IT industry policies, small and medium IT enterprises'operations are being affected to a certain extent and it is urgent to establish appropriate responses.Due to the small scale of small and medium-sized enterprises, and anti-risk ability is poor.They Must focus on the policy changes.Once in the policy changes, small and medium-sized IT enterprises shall immediately start to respond to the impact of national policy.The small and medium-sized IT enterprises have not changed business activities & business environment of their in the system the adjustment of government investment system,which explicitly in government procurement process should adopt strategy. Therefore, this paper gives targeted Suggestions and opinions in view of this situation .This paper used the literature methodology, qualitative analysis, comparative analysis and other methods, widely collects the domestic and foreign government informationization in development and small and medium-sized enterprise development strategy and strategic IT management etc, on the basis of research achievements of government information project are analyzed, and the characteristics of IT enterprises and solve the problems of the enterprise.Based on the study of the process of government informatization and the histroy of small and medium IT enterprises'development, this paper aims at finding the impact of government informatization on small and medium IT enterprises and analysing the development, characteristics and current situation of government procurement system. This paper holds the small and medium IT enterprises should make qualitative analysis of the result of the impact, trying to figure out how to cope with government informatization market. Based on the SWOT analysis of interior and exterior factors, this paper made a comprehensive study of the strategic .Small and medium-sized enterprises are facing IT the social informatization tide, national informatization construction, the whole city more intelligent and national energetical support industry development strategic opportunity.Competition from Foreign enterprises, foreign products IT production accelerated localization and monopoly and shorter product update such challenges, Industry scale and total talent, wide application advantages such as lack of funds, the competitive advantage of brain drain, the small enterprise higher cost disadvantage. It made a further qualitative analysis of the development difficulties of small and medium IT enterprises.such as From the enterprise internal technical innovation, increasing the brand construction, the strengthened enterprise cost management, improving the degree of specialization and project management, marketing management, improve the level of human resources management, etc on presents key business strategy and operation implementation plan from the perspectives of business strategy, competive strategy and functional strategy. Therefore the small and medium IT enterprises could orgnize business activities to seize the high-quality market share on the basis of government and customers and lay a good foundation for the survival and development of the enterprises.
