This paper firstly summarizes the researches and practices on the traffic transfer system of foreign and home cities, analyses the meanings and classes of traffic transfer as well as the realization conditions and influence factors for effective running. On the basis of the analyses, the paper constructs the theoretic frame for studying the traffic transfer of cities according to the courses of theory analyses of object, content designs, test implements. Secondly, the paper analyzes the joins of the different traffic modes in cities and discusses the method of joining and organizing to different traffic modes. Then concerning the characteristic of urban traffic transfer and joining, the paper gropes for the development methods and strategies to improve urban traffic joining from two levels. The magnificent aspect is the first level including traffic administration management and traffic programming pattern. The second level is the microcosmic aspect including the layout of transfer hinge, the construction of transfer information systems. Besides, this paper establishes a comprehensive evaluation system to evaluate the urban traffic transfer, selecting the restrict factors being able to reflect the traffic joining situation from hinge layout., running and management soil utilization and function and so on .At last, the methods mentioned above are putted into practice in ningbo, discussing the layout and transfer modes for important transfer hinges in ningbo. Some feasible measures and suggestions are proposed.
