With many years'effort, we've made great progress in education. Nine-year-compulsory education has been gained around and young person are mostly educated now. But the imbalance development is also existed, the education resource is imbalance in districts, cities and schools; floating population in cities and vulnerable group don't have the enough chances to be educated. With the modernization driving and information Age coming, requirements are raised to improve the education resource distribution and balance the development.Balance development of education is a new education idea and education concept of development, and it is also the key philosophy of education development. Balance development of education means government provides every educatee the same study conditions, right and chance and let all the educatees well educated. And now, balance development can only be proved gradually.
