Performance Assessment is the most important constitution of Human Researces Management Information System. The new trend in Performance Management is the establishment of Performance Assessment, which is related to the vital connection in the whole management system. It is a brand-new and significant subject for domestic commercial banks to work out a rational Performance Assessment System, realizing the national conditions, satisfying the requirements of account managers in commercial banks and complying with the development of economic globalization. On the basis of the current conditions in China's commercial banks, the establishment of Performance Assessment System for account managers will improve the competitiveness of commercial banks. Therefore, depending on the combination of the theories and approaches in Performance Assessment, this thesis will make a full research on the design of Performance Assessment System from the perspective of practices in China Agricultural Bank.The first part of the thesis will study the theories concerned, making clear that Performance Assessment is a process management on the fulfillment of working goals by employee and organization. Performance Assessment will be designed for development of employees, encouragement, salary design, communication and human resources planning, etc. There are many different alternatives for Performance Assessment, which will be further discussed in this part. The second part will analyze the establishment and development of the account manager system in our commercial banks, and will focus on the status quo in performance assessment for the account managers in commercial banks. Taking China Agricultural Bank, Qingdao Branch for instance, the third part will illustrate history and current situation of Qingdao Branch for the detailed research on its Human Resources Management Information System and Performance Assessment System. The forth part will focus on the whole design process of Performance Assessment System for account managers in Qingdao Branch. The first step in design process is the explanation of goals and principles, followed by the Key Performance Indicator and Proportion System on the basis of the Balanced Scorecard. Aiming at the Performance Assessment System in Qingdao Branch, the last part will work out the measures for the implementation of the Performance Assessment System.
