After entered knowledge economy era, the competitive environment that faced by enterprises is quite different compared with the previous. In the increasingly competitive environment, the knowledge workers who mastered the core competencies of enterprise, have become more prominent. Knowledge workers'work are more and more reflected in the mental work. It is difficult to monitor their work process, and it is also difficult to measure the work results. The work between knowledge workers and the traditional employees also have a great difference. Then, in the current stage, it is no longer meeting the actual needs of knowledge workers and does not conform to the realistic interests of the enterprise, when we give a equal treatment between the performance of knowledge workers and the traditional staff. Therefore, how to manage the knowledge workers' performance and how to improve the performance of the knowledge workers have become a major issue in business management. Based on this purpose, the paper uses the Balanced Scorecard as a strategic performance management tool for knowledge workers' characteristics to study performance management and build a performance management system based on the Balanced Scorecard.In this paper, at the beginning, the author listed the purpose and significance of topics and reviewed the researches about the knowledge workers, knowledge workers' performance management and the Balanced Scorecard. Then, the paper gave a detailed analysis of the meaning of knowledge workers and their characteristics. The research discussed about how to build knowledge workers' performance management system based on the balanced scorecard. It focused on the performance evaluation system and tried to find a method that how to use the Delph and AHP to determine the performance evaluation's weights. By building knowledge workers performance management system, the author united the organizational strategy and individual performance. Finally, the knowledge workers can achieve personal performance targets.
