The ocean is the intersection(junction)of social,economic,environmental,cultural and political issues etc,which therefore becomes a new boundary of human activities,a huge test field of collective actions and interaction between the society and the nature.Marine fishery provides employment,economic benefits and social welfare for human beings,and it is a major source of marine plant and animal resources,and of new compounds in the field of drug development.Marine fishery has been incorporated into the national strategy of our country.It,namely revitalizing marine fishery with science and technology,is the basis for the construction of marine fishery power,and also an important guarantee for the quality and efficiency improvement of marine fishery.The core issue of this study focuses on the contribution of sci-tech progress to the economic growth of marine fishery.The study includes six parts: the introduction as the first one mainly introduces the research background and significance of contribution rate of marine fishery sci-tech progress,domestic and foreign research review,main contents and approaches of study,problems to be solved,technical route,innovation and deficiency.The theoretical basis as the second part includes basic concepts,technical innovation theory,technical diffusion theory and new economic growth theory.The third part analyzes the situation of sci-tech and economic development of marine fishery in China.On the basis of summarizing policy,economy,sci-tech issues,it combs sci-tech demands of five-industry systems including marine aquaculture,marine fishing industry,aquatic product processing and circulation industry,proliferation fishery and recreational fishery.The fourth part is to measure and calculate the contribution rate of sci-tech progress of marine fishery in China.With Cobb Douglas production function as the basis,it uses the panel data of marine fishery economy 1988-2015 in the coastal areas of China to determine the model parameters,and then adopts Solow residual method to calculate the contribution rate of marine sci-tech progress in the coastal areas and around the country,and conducts comparative analysis on the sci-tech contribution of marine fishery in the coastal areas.The fifth part analyzes the contribution rate of sci-tech progress IF(impact factor)of marine fishery.According to the sci-tech progress,and economy development theory of marine fishery,it constructs IF evaluation index system of sci-tech progress of marine fishery from the perspectives of hard and soft power of science and technology,comprehensively utilizes AHP(analytic hierarchy process)and entropy method to determine the weight of factors,and analyses the impact and role of factors to marine and sci-tech progress.The sixth part includes the conclusions and policy recommendations.The results of calculation show that(1)the contribution rate of marine fishery sci-tech progress is improved steadily in China,with 52.93% in 1988-2015,49.27% in 2006-2015 and 77.83% in the "12th Five-Year" period;(2)From the coastal areas,in the "Twelfth Five-Year Plan" period,most of the provinces of marine fisheries scientific and technological progress contribution rate is more than 50%,only Guangxi less than 50%.The top five provinces are Shanghai,Jiangsu,Guangdong,Shandong and Zhejiang Provinces.But Shanghai ranked first is mainly caused by the statistical data,and the actual situation is different.(3)In the three major sea areas,the contribution rate of marine fishery scientific and technological progress in the East China Sea area is the highest,reaching 94.61% and the lowest is that in the South China Sea.Five major marine economic zones,marine fisheries scientific and technological progress contribution rate of the Yangtze River Delta region is the highest.Need to note that the contribution rate of Shanghai and Jiangsu Province more than 100%,which is mainly caused by data problems,it is difficult to avoid.Simultaneously,based on the two aspects of sci-tech hard and soft power of marine fishery,the study constructs the IF index system of sci-tech progress of national marine fishery which is composed of 11 indexes,calculates the contribution rates of factors in the “12th Five-Year” period.The results show that the contribution rate of marine sci-tech hard and soft power is 43% and 35% respectively,If the impact factor is further decomposed into four aspects: personnel ability,fund investment,law enforcement and management and science and technology service level,the contribution rate is 24%,20%,19% and 15% respectively,and the contribution rate of personnel is ranked first.The major conclusions include that:(1)the growth of marine fishery economy is mainly from human resources,natural resources and capital input,and generalized sci-tech progress.(2)Sci-tech progress is an inexhaustible motive force for the transformation development and sustainably steady growth of marine fishery economy.Scientific and technological progress is the main factor,the contribution rate of scientific and technological progress in marine fisheries is more than 50% in the past three decades,it gradually increased from 49.27% in the "Eleventh FiveYear" period to 77.83% in the 12 th Five-Year period.(3)The quality of marine fishery professionals and the stability of scientific research funding are the key factors restricting the economic development of marine fishery.This is mainly reflected that the ability of personnel to contribute to economic growth ranked first,the contribution of fisheries research funding investment ranked second,indicating that the ability of employment has an important role in the development of an industry,and education and vocational skills is an important way to improve staff capacity.(4)Coastal fishery resource is the basis for the development of marine fishery.With the sharp decline in resources,and in the case of other inputs unchanged,even if we increase the input of fishing vessels,offshore fishing yields will still decline.Finally,aiming at the calculating results and conclusions of model,we propose policy recommendations on promoting sci-tech progress and innovation of marine fishery,which mainly include to improve the quality of marine fishery practitioners,to cultivate innovative talents;to maintain the stable input of scientific research funds,to optimize sci-tech funds allocation of marine fishery;to strengthen law enforcement and management level of marine fishery;and to enhance sci-tech service and promotion strength of marine fishery.
