In recent years, the logistics industry has become one of the most important industrial system in economic structure. But with the rapid development of the the logistics, especially the state-owned logistics enterprises, it also has the problems such as brain drain, lack of cohesion, economic decline and other issues. And the weak corporate culture has became one of the growing problems in the development of state-owned logistics enterprises. Therefore, the search for barriers of cultural construction of state-owned logistics enterprises and the explore effective ways to building of enterprise culture are prerequisite to standardize the development of state-owned logistics enterprises.Qingdao Gangwan International Logistics Co., LTD (hereinafter using abbreviation COSCOGW), has established for nearly 20 years. It's a state-owned logistics enterprise which has greater influence in the logistics. It has a certain typical in state-owned logistics enterprises.Viewed from New Institutionalism in the Sociology, this paper uses sample survey and case studies to conduct an empirical study of the cultural construction of COSCOGW.The research found that represented by COSCOGW there are three basic problems in the building of corporate culture in the state-owned logistics enterprises. First, "Duality" system brings about ambiguity in the construction of enterprise culture. Second, it is lacking in a fair, adequate and stable incentives. Third, the "Diluted" of corporate culture leads to the actual absenceThrough theoretical analysis and empirical investigation the research summarized the three main cause of the problems above. First, the enterprise reform is not complete. Second, it ignores the construction of fair incentive mechanism. Third, it is lacking in recognition of corporate culture.At last, the research uses the new institutionalism in the sociology with the actual situation of COSCOGW to propose three-point proposal to solve the construction of Culture in the state-owned logistics enterprises. First, to improve the management structure and establish the logical operation of the market. Second, to establish a fair, adequate and stable incentives. Third, to implement the building of enterprise culture and enhance the executionThe unique of this article is that it solves the construction of corporate culture from the new institutionalism in the sociology. Especially the summary for "duality" system in state-owned logistics enterprises has a certain reference value for construction and development issues in the state-owned logistics enterprises of the market economy system.
