According to the statistics of petroleum industry, some common defects exist in contractor HSE management, such as high operation risk, frequent crew change, and not familiar with the operation procedure, which all contribute to the major accident of petroleum operation. As well recognized that contractors should independently take responsibilities of their HSE performance, but the Company is always held responsible with the accidents by the public and the accidents and incidents caused by contractors will inevitably cause the negative impact on the entire HSE performance, image and reputation of Company. By improving the contractor HSE management, not only can improve the integrated performance of contractors, but also can protect the benefits and reputation of Company. Comparing with the domestic petroleum operation, the contractor combination of overseas petroleum project is more complicate. Normally, there will be more dozens of contractors, which consist of 3000 employees or more. Because of the different nationalities, customs, religions and languages, it makes the HSE management more difficult and complicated. In addition, with the development of CNPC overseas projects, more and more Chinese contractors are joining the overseas petroleum operation, but because of the deficiency of experience and quality, the HSE management of Chinese contractors still needs to be significantly improved to meet the international standard.This paper completely analyzed the HSE management situation and defects of local, Chinese and other foreign contractors in overseas petroleum operation. Also, by analyzing the unique characters of overseas operation and implementing the management system, this paper discussed how to improve the contractors HSE management by supervising the contractors' audit, supervision, HSE training and evaluation. By achieving the abovementioned goals, it can be ensured that all the petroleum operation is safely under control. At last part of this paper, the security management of petroleum operation is discussed because currently, most of CNPC projects are located in relatively high risk region. By comparing with the different performance of HSE management after implementing the international HSE practice and self-created measures, it proves that the management methods mentioned in this paper are effective and can be referred by other Companies and contractors in HSE management.
