Energy, food issues and international financial issues are the three major global issues as known in the 21st century,. Along with economic development and people's living standards, increasing energy consumption, China will face increasingly serious environmental problems of energy security issues and economic and social development to reduce energy consumption put forward higher requirements. By the end of 2008, China's energy consumption reached 2.85 billion tons of standard coal, reduce energy consumption has become a contradiction between energy supply and demand to ease, to solve the problem of China's energy security one of the measures; to conserve energy, energy efficiency is not only China's own development needs, but also China to address global energy problems and make contributions. In this context, the paper uses structural equation modeling (SEM) study of the impact of China's "Eleventh Five-year" energy saving goal and the factors, in-depth analysis of the impact of these relationships, not only a clear understanding of "Eleventh Five-year" energy saving work in specific situations, but also can be "Eleventh Five-year" energy saving to provide basis for decision making.The main content of this article has a total of four parts, first, China's "Eleventh Five-Year" early analysis of the current status of energy conservation efforts, including "Eleventh Five-year" pre-energy-saving and energy-saving work of the general situation of the main problems, and three times the industrial structure, the level of energy-saving technologies, energy management system, energy saving are analyzed; Secondly, this structural equation modeling approach to study the three factors on the energy relationship between the specific impact of achievement of objectives; Then, in the completion of the initial construction of the base model on the paper the model fit the data, and continue to modify the model to produce a best model, best model obtained through this very valuable conclusions; Finally, the use of the relevant calculation method of energy-saving, technology energy-saving, management of energy-saving way of these three energy-saving energy-saving contribution to give a specific answer, combined with structural equation modeling to conduct a comparative analysis of the conclusions, once again verify the calculation results and the conclusions of structural equation is consistent.
