With the gradual development of reform and opening up as well as the gradual perfection of market economy, the land price system and land price management institution model have been established as important components in national institution system. With more and more attention from people, they have become an indispensable part in economic field in China.The paper adopts some basic theories in land economics, land politics, urban economics, and institution economics as well as institutional transformation theory, property right theory, and public selection theory. Based on the socialist market economy, the paper focuses on the special historic period of the preliminary stage of market economy to make a systematic analysis of the land price management institutions that have not been perfected and studied in-depth by bar in our country. Based on a summary of the research results from scholars at home and abroad, and with attention paid to land price, the paper adopts the method of combining theoretical demonstration and example analysis to discuss various historic stages of land price management institutions. The corresponding objectives are put forward for the effective implementation of present land management institutions, together with the line of thought and measures for reform.The paper analyses the reasons for reform in land price system and land price management institution model with a conclusion that there is a progressive dynamic process from non-existence to existence, from government administrative approval to administration registration, from non-tradable to tradable, and from management transaction to market transaction. The paper also analyses the present situations of foreign land price management institutions to show the advantages of various institutions and the objective inevitability for further development, thus providing reference for the planning of China land price management institutions. The present situation of China land price management institutions and the legal causes are analyzed to demonstrate the major problems in land price management institutions. Last, the objective inevitability and practicability of reforming China land price management institutions are concluded so as to provide an effective supplement in theory for the study of China land price system and management institutions, and to provide reference in decision-making in practice for urban planning, land use planning, and land market construction.The paper is made up of four parts. The first part deals with the land price connotations and its mechanism. It begins by an analysis of land price connotations, followed by a detailed illustration of the theoretical basis for land price and three major factors influencing the land price system in our country. The second part gives a detailed analysis of the price system related to the property right market structure in our country to demonstrate the problems available. Based on a summary of the problems available in the land price system in our country, it cites Guangzhou City as an example for further exploration. The third part analyses the construction of land price management institutions in China. Institutional transfoirmation theory is adopted to demonstrate the historic inevitability of the reform in land price management institutions in China, followed by detailed examples of legal rules and regulations about land management. The fourth part gives a further discussion of the land price management institutions reform in China. By borrowing from foreign land price management policies, it puts forward the shortcomings of land price managementinstitutions in China together with corresponding reform measures.
