S Institute Of Technology Innovation And Ability To Influence The Factor Analysis

The innovation country is currently being developed and the CAS-piloted project of KIP (Knowledge Innovation Program) is fully being carried into execution. Therefore,it is very important to improve the innovation capacity of the institute for science and technology.S institute belongs to Chinese Academy of Sciences,and is one of the national science and technology teams. It has mainly been devoted to application research of the large instruments and equipment. The complex procedures of developing instrumentations include scheme reviews,design,manufacturing,assembly,prototype,finalizing the design and delivery to the user. Thus, the S institute is a typical application engineering institute. An in-depth comparison and analysis has given to the positioning and developing target,manufacturing process,research teams,S&T funding,equipment and basic facilities,product development,S&T management system,talent inspirit,innovative cultural environment,marketing,S&T information,technical papers and dissertations,patents and achievements, etc.For the application engineering institutes of Chinese Academy of Sciences their main tasks are experimental and developing study, while they are characteristic of application research. They are engaged in developing the large engineering equipment including multi-phases, complex processes and high-level technology innovation during the development.Based on the characteristics of application engineering institutes of Chinese Academy of Sciences and status on technology innovation of S institute,the process roadmap of technology innovation is proposed, building a theoretical evaluation model on the technology innovation capability for application engineering institutes of Chinese Academy of Sciences. The model contains technology innovation driving, funding , implementing process , yield and environment. At the same time,according to the characteristics of the S institute a practical evaluation model is constructed,which is composed of technology innovation internal-motivity , investments , implementing processes and achievements.On the basis of the practical evaluation model, the paper presents a comprehensive evaluation to the technology innovation capability on the S institute and analysis to influencing of main factors and weak points on the technology innovation capability,such as technology innovation strategy,talents,leading-edge subject funding,in-house innovation system,marketing,innovative culture,science and technology information, etc. At the same time,the measures and suggestions made to enhance the technology innovation capability of S institute are as follows:(1)making the technical innovation strategy based on S institute's goals, selecting appropriate technical innovation modes and implementing all relative assurance measures;(2)laying emphasis on education and introduction of high-level talents;(3)emphasizing independent innovation;(4)improving three kinds of management modes on scientific research;(5)making scientific evaluation systems on S&T achievements as well as talents driving system;(6)paying attention to construction on innovative culture; and(7)reinforcing the important role of science and technology information in promoting high-level science research action.
