Performance Management , being one of the scientific approaches to management, has its unique connotative meaning and management procedure as well. Performance Appraisal is the primary task of Performance Management. Key Performance Indicator (KPI) is the standardized system through which managers appraise and manage employees' performance. The quantitative and behavioral system is the start point of four circulations and the foundation of Performance Appraisal.Inner Mongolia Bureau of Telecommunication Construction, founded in October, 1949, as the exclusive class B Telecom engineering construction enterprise in Inner Mongolia Autonomous Region, enjoys the prestige as the doyenne in the field. After the separation of Inner Mongolia Telecom in the year 2002, Inner Mongolia Bureau of Telecommunication Construction was subordinate to Inner Mongolia Telecom. In the year 2002, with the certificate of undertaking local construction, Inner Mongolia Bureau of Telecommunication Construction renamed Inner Mongolia Telecommunication Construction Corporation. Since the year 2005, as a stated-owned corporation, it has been enjoying Class A qualification of "Telecom system integration and design" authorized by Ministry of Information Industry of the People's Republic of China. In a sense, the development of Inner Mongolia Telecommunication Construction Corporation is attributed to its unique corporate culture which includes traditional ones as well as new ones in its primary stage. Pioneering work and creativity are the souls of our corporate culture. People orientation, team work and results-based management are the fundamental management principles in our corporation.With the development of modern-enterprise system, Performance Management has been attached much importance to and gradually perfected in the practice. However, due to some stereotyped concept in corporation, Performance Management cannot be thoroughly conducted in terms of strength and objectives. From the analysis of Performance Management and the questionnaire, the writer finds deficiencies in Performance Management from the perspective of design and practice. Accordingly, the writer proposes improvement on current Performance Management system and redesigned current Performance Appraisal system. This analysis aims for the perfection of Performance Management in Inner Mongolia Telecommunication Construction Corporation. And for the enterprises in the field; the approaches and management concepts are of reference value.
