From the economics point of view, the research mainly focuses on the impact of Beijing high-tech industry, in which the impact of high-tech industry was defined and mechanism of the impact was analyzed theoretically. Improved Grey Correlation Analysis Method was applied to empirical analysis from different aspects, such as the time series of the history in Beijing high-tech industry, branch trade, comprehensive and multi-district, etc. Concrete policy and suggestions were provided to facilitate the development of Beijing high-tech industry. The article analyzes the impact mechanism of high-tech industry on the growth of economics, employment situation, upgrading of industrial structure, technical progress, and independent innovation. Specifically, the high-tech industry improves the marginal utility of the social resources, produces considerable economic benefits, and promotes the growth of economics in a modern sense. The higher stage of high-tech industry development will yield a phenomenon of "jobless growth", which will drive the upgrading of industrial structure. The high-tech industry with significant characteristics of scale economics, high added value, and intense extrinsic economic effect plays a leading role on the promotion of industrial upgrading. The inspection department of high-tech industry, a major motive force on technical progress and independent innovation, enhances the marginal utility of the resources in both traditional and high-tech industries, as well as creates new needs through the production of new merchandise and services. In the empirical analysis, the limitations of conventional Grey Correlation Analysis Model, such as the likely influenced by extreme values and inadequate use of data information, were found via sensitivity analysis in the synthetical evaluation. Based on the limitation, the model was modified, and eventually, stable and consistent results were obtained by further empirical analysis. As indicated from the empirical analysis, high-tech industry with rapid development and even increasing influence on Beijing, in a purpose of "scale increased, structure optimized, capability improved, and industries clustered", is keeping fast pace on becoming the pillar industry of capital economics. Electronic and telecommunication equipments manufactureing with large aggregate greatly boosts the economic development. Computers and office equipments manufacturing enormously contributes to the technological progression and independent innovation. Pharmaceuticals products manufacture, medical treatments instrument and meter manufacturing provide higher efficiency of productivity and resource usage. Although aircraft and spacecraft manufacturing produces a minimum amount without noticeable contribution, there is dense atmosphere of research on this area. However, the decrease of industrial return to scale cannot be ignored. The Spillover Effect of industrial clusters has not been fully presented. The capacity and efficiency of the research outcomes being converted to new economic growth point and the productivity need to be strengthened as well. Thus, comparing to other districts, the impact of Beijing high-tech industry does not account for the absolute predominance.
