Measurement system of our country was established and consistently operated under a planned economy,which led to the inefficient reinvestment of government resources.Meanwhile,members from measurement institutions are lacking of emphases on improving service qualities and management abilities and used to the service mode of "WAITING FOR CUSTOMERS",instead of positively involving in market competition to provide services.Thus,low management levels and little sense to serve for the corporations and societies exist commonly.Service innovation is a vital drive for sustainable fast development for all industries with abundant contents including system revolution,marketing, technology updating,ect.It is important that everyone in the institution has the idea while providing services,which is the only way to work out of the difficulties and occupy the market share.Therefore,study on service innovation has positive effects on facilitating the sound and fast development of China' s measurement inspecting industries and finally meet the need of economy development,society progress and structure of transforming market demand.Through analysis on current status of domestic measurement institutions,the paper put out some ideas on how to do service innovation. The paper portrayed the relative academic groups and their representatives on service innovation,and vividly displayed recent research method and its developing situation.Based on the "Four Dimension Model" and real status quo of measurement industry,the paper made practical analyses.In the last chapter,by a case study on Shanghai Institution of Quality Inspection and Technical Reasearch,it clearly introduced the process and implementation of service innovation.
