Changsha City Housing Security System

Since the 1980s, Changsha has been reformed housing system. Now, as market-based trading system formed, the market-oriented and money-oriented has achieved great success. The estate real estate market plays significant status in the Changsha. But with the market-oriented and privatization-oriented.The low-income groups in cities,who are unable to take part in market competition, could not purchase house through market by own economic ability. So, the government must provide their basic house through non-market means.Economically affordable housing and low-rent housing are the most efficient modes.However, a lot of problems have appeared during process. So, we must re-consider housing social security system. How to improve the housing social security system and how to resolve the problem of low-income group's housing. This is our government and society's important problem.This dissertation research Changsha's housing social security system by methods of Theory and Practice, Empirical Analysis and Normative analysis, through social security theory and practice.The main points of this paper are as follow:First, the basic tenets of social security theory. This part introduces the content and form of the housing security system, the characteristics and significance of the urban housing security system. Second, the comparative analysis of developed countries and region's housing security system. This part analyses the Selected the United Kingdom, the United States, Singapore, Hong Kong which are 4 representatives in the field of housing security system, and summarize their common characteristics.Third, this part analyses the housing security system of Changsha, including the achievements, problems. Forth, how to improve Changsha's housing security system. This part puts forward relevant policy based on the analysis of Changsha's housing security system and the success of developed countries and regions'practical experience.This is useful of the government of Changsha.
